The initiative is to expand the water supply to the most remote neighborhoods of the Municipality, providing potable water to the most needy populations.
Before the implementation of the initiative, about 100,000 inhabitants. Divided into 33 neighborhoods, of which 7500 are women and 2500 homes, with about 25% of seniors, only about 20% had access to drinking water.
As we have previously mentioned, since the municipality of Boane is a municipality with less than 4 years of existence, when it started with this initiative, it still had neither human nor financial capabilities. On the other hand, the population still had no concept of the citizenship, reason why it was difficult to move people where the project so obliged. However, as we involved the population in this initiative, then everyone embraced the idea, contributing with ideas and actions. We created an Association of all the actors in the water area in order to unite the cinergies and it worked, therefore, the actions began to be coordinated and these organizations came to collaborate with this initiative.
We understand that the initiative is sustainable. The dispersed sources of water expansion are managed in a coordinated way between the Municipality and the Water Management Commissions created specifically to monitor the use of infrastructures created in the neighborhoods, on the one hand to their logevity and, on the other side, to guarantee Quality of service. As we engage the community in the initiative, all aspects of culture, habits and customs were taken into account. The Water Master Plan includes the issue of environmental sanitation and environmental issues, taking into account the National Legislation of Water and Environmental Sanitation.
Being a new municipality, we had to inspire ourselves and seek the experience of other municipalities, and then we adapted the initiative to our reality. Our experience is shareable once we have all the documentation inherent in this process.
With this initiative we draw lessons from the importance of determination and perseverance, as we enter this initiative without human and financial capabilities; We also draw the lesson of the importance of involving the population in this type of initiative because it is part of the process, facilitating the implementation of the initiative; We also learn that good management and transparency encourage the delivery and participation of people and organizations in initiatives of this nature.
